I write regarding the Gate Fees Survey for 2022, which WRAP is currently conducting. If you have already completed the WRAP Gate Fees Survey 2022, thank you. We really appreciate you taking the time to do so. This essential data is incredibly important to the future of the waste management industry.
While we have already received numerous responses, the more we receive the better the quality of the information we will be able to produce. If you haven’t yet completed the survey, this is update that the survey has been extended to the end of Wednesday 18th January 2023.

The survey will need to be completed in one attempt. We therefore provide an Excel version of the survey attached here, which can be used to prepare your survey response offline before it is input into the survey tool.
Please note that you may not be the only person in your organisation who has received this email. WRAP is seeking to maximise the response rate to the survey and is therefore sending this message to all relevant contacts. You may therefore wish to check with colleagues before embarking on the survey.

Why complete the survey?
We realise that you receive many requests for information, but it is essential that data, specific to your local authority and region, is captured and we have endeavoured to minimise the length of the survey. As well as approaching authorities, WRAP is also approaching the operators of these facilities to gauge their views and opinions on current and future gate fees
The results from the survey are used to produce WRAP’s annual Gate Fees Report, which increases price transparency and therefore improves efficiency in the waste management market. This helps local authorities make better informed decisions. WRAP recently hosted a Gate Fees Survey webinar, and attendees stated that they currently, or would in the future, use the information in the report to support benchmarking, contract negotiations and procurement, service modelling and options appraisals, and briefings for senior management and elected members.
WRAP is supporting DEFRA, DAERA, Natural Resources Wales and the Scottish Government with emerging waste and resource policy. Accurate, up to date information on gate fees will underpin this work. It is therefore critical that we understand current gate fees and trends regarding Anaerobic Digestion (AD), In-Vessel Composting (IVC), Energy from Waste (EfW), non-hazardous landfill, and Material Recovery Facilities (MRF). The gate fee survey will help to inform the development of the proposed Extended Producer Responsibility scheme for packaging, and is likely to inform payments to facilities as well as collectors. Data accuracy is therefore vital.
Confidentiality
All information received will be treated as confidential. It will be securely stored with restricted access. In all reporting, no gate fees will be attributed to any individual LAs without your consent. The confidentiality of all respondents is, therefore, guaranteed and has always been a top priority in any surveys WRAP undertakes. We would appreciate your thoughts on the sensitivities of the data provided and its applications.
Defra has requested that WRAP provides them with all of the data that you supply, but we will not do so without your explicit permission. If you do not give this permission, Defra will not have access to your specific data provided as part of this survey – only as part of the aggregated data. Defra will ensure that all data that they are permitted to receive will be held securely and will not be shared without aggregation due to its confidential nature, including in response to requests under Freedom of Information.
