WRAP would like to invite you to take part in the Gate Fees Survey for 2024/25.

We would be grateful if you could complete the survey by Wednesday 15th January 2025.

The survey will need to be completed in one attempt. To help you compile the information we have attached an MS Excel version of the survey HERE, should you wish to refer to it. You should not submit the completed Excel file as your response: this must be done using the Survey Monkey link.

Please note that you may not be the only person in your council accessing this link as WRAP is seeking to maximise the response rate to the survey and therefore has also sent it to all relevant local authority contacts. Please check with colleagues before starting your response.

This survey has been sent to all local authorities (LAs), including Waste Collection Authorities and Waste Disposal Authorities, as both may have responsibility for reprocessing/disposal contracts. If you are not responsible for such contracts, please engage with the LA that is.

Why complete the survey?

We realise that you receive many requests for information, but it is essential that data specific to your council and region is captured, and we have endeavoured to minimise the length of the survey. As well as approaching councils, WRAP is also engaging with operators of these facilities to gather their insights on current and future gate fees.

The results from the survey are used to produce WRAP’s annual Gate Fees Report, which aims to increase price transparency and therefore improve efficiency in the waste management market. The report can support LA benchmarking, contract negotiations and procurement, service modelling and options appraisals, and briefings for senior management and elected members.

WRAP supports UK governments with emerging waste and resource policy, and it is therefore critical that we understand current gate fees and trends regarding Material Recovery Facilities (MRF), In-vessel Composting (IVC), Anaerobic Digestion (AD), Energy from Waste (EfW), and non-hazardous landfill.

Confidentiality

All information received will be treated as confidential. It will be securely stored with restricted access. In all reporting, no gate fees will be attributed to any individual LAs without your consent. The confidentiality of all respondents is, therefore, guaranteed and has always been a priority in any surveys WRAP undertakes.

Defra has requested that WRAP provide them with the data that you supply, but we will not do so without your explicit permission. If you do not give this permission, Defra will not have access to your specific LA data provided as part of this survey. Defra will ensure that all data that it is permitted to receive will be held securely and will not be shared without aggregation due to its confidential nature, including in response to requests under Freedom of Information.
