WRAP and Resource London Pilot projects to increase recycling at flats and terraced properties

WRAP and Resource London are looking for local authorities with dense urban populations to submit an expression of interest to be involved as pilots for this project.

This Expression of Interest (EOI) is a call for local authorities to work with WRAP and its partner Resource London, on improving the performance of dry recycling collections to households in dense urban areas in England.

We are specifically interested in supporting schemes which target:

  1. flats in purpose-built blocks (as opposed to flats in converted or shared houses; or flats in commercial buildings (e.g. above a shop)) and/ or;
  2. terraced properties with no front garden or yard (data suggests that those with a front garden/ yard perform similar to any other kerbside property, so are not a priority for this fund)
  3. pilot projects that will target between 5,000 and 10,000 urban households.

Whilst we appreciate that all 326 local authorities in England have some urban element to them, local authority involvement in this pilot programme is restricted to those having a higher proportion of the target property types in a predominantly urban context. This is necessary to help ensure that there are sufficient properties from which to select sample areas for the pilots, and dedicated collection resources in place servicing the target property types, which will enable more accurate monitoring of cost and performance. Grant funding of up to £40,000 (excluding all recoverable VAT) is available per authority. The grant funds can contribute towards both revenue and capital costs according to the project requirements. Match-funding is not a requirement under this scheme. Please note; we are unable to fund business as usual activities or costs already incurred prior to a grant contract being awarded.

EOI submissions shall be assessed by a panel against set evaluation criteria. The deadline for submission of the EOI is 3pm on Tuesday 29th September
