As UK ETS begins to influence how councils think about residual waste, the answer is not always to introduce something new. Often it is about strengthening what already works. Making it easier for residents to pass on reusable items from home, capturing material before it reaches the residual stream, and ensuring that outcomes are properly evidenced through clear WDF reporting are practical steps that can be taken now.

Reuse on its own will not solve every pressure facing local authorities, but it is one of the quickest and most visible ways to reduce residual tonnage while improving the overall service offer. When doorstep reuse is delivered consistently and backed by credible reporting, it stops being seen as an optional initiative and starts to become part of the core waste strategy.

Across the councils we work with, the conversation is already shifting. The focus is moving away from simply promoting reuse and towards demonstrating measurable diversion, stronger audit trails and better value for money. As policy evolves, councils that can clearly evidence what they are keeping out of the residual stream will be in a stronger position to plan ahead.

For authorities reviewing reuse over the coming year, the questions are straightforward. How easy is it for residents to keep usable items in circulation, and how confident are you in the data that shows the outcome? Where there is room to strengthen either, it may be time to look at how reuse partnerships can support the wider waste strategy.
