Lord De Mauley's letter to local authorities arrived right at the start of the LARAC Conference to add a certain spice to proceedings. Chair. Joy Blizzard said " The contents were a useful balance to the somewhat over heated claims made by some that the Judicial Review was somehow a go ahead for co-mingling and a victory for common sense. The letter, although lacking the TEEP guidelines which are so desperately needed, has had a sobering effect, reminding councils of their obligations, and that in all probability a considerable amount of legal disputation might result from a local authority's choice of recycling system".

LARAC members need the TEEP guidelines as soon as possible and also need that assurance that the MRFs on which so many councils depend will indeed be able to produce high quality recyclate. Joy added "a lot of heat and not much light has come from some rather entrenched views across the recycling chain, but I would like to see some of that energy and innovation going into solving a larger issue - which is ensuring that recycling schemes continue to deliver material fit for reprocessing, green jobs and play their part in reducing climate change".
