The Environment Agency has written to all local authorities over the festive period and reminded them of their responsibilities under the new Waste Collection Requirements. The collection regulations came into force from January and are aimed at increasing the level and quality of recycling across Europe. The Regulations introduce the requirement for separate collections and the undertaking of a TEEP test that has been much talked and written about and it will be the job of the Environment Agency to enforce the regulations. The Agency has distributed a briefing note that outlines how it will approach the enforcement of the Regulations and highlights the use of the Waste Route Map that LARAC had a hand in producing as good practise. The EA will be contacting waste collection authorities and asking them to provide information and evidence on the collection systems that they use as well as obtaining information from other sources, such as Waste Data Flow. As with other types of enforcement, the EA have indicated a risk-based approach whereby collectors that show low or no compliance with the Regulations are likely to be targeted for action first.
