The introduction of weekly food waste collections under the Government's Simpler Recycling reforms represents one of the biggest changes to household waste services in recent years. Local Authorities have invested significantly in new vehicles, food caddies, collection crews and resident engagement campaigns to deliver these new services.

Food Waste Changes Everything
Before separate food waste collections, WRAP research consistently showed that food waste accounted for around 30% of the average residual household waste bin by weight. Integrated Skills' own waste composition studies commonly found 2.5kg-3kg of food waste per household in the residual stream before dedicated collections were introduced.
As residents separate more food waste, black bins become significantly lighter. The result is that many residual collection vehicles are now operating below their payload capacity.
At the same time, introducing food waste collections often encourages wider recycling participation. This behavioural change, sometimes referred to as the "gateway" or "spillover" effect, can lead to increased capture of dry recyclables, changing the balance of work across collection services.

Are Legacy Routes Still Fit for Purpose?
Many current rounds have evolved gradually, and food waste collections have often been added alongside existing services rather than prompting a complete review of route design. While this approach enabled councils to implement the reforms quickly, it may no longer represent the most efficient use of vehicles, crews and budgets.
Reviewing routes can identify opportunities to consolidate residual waste rounds, rebalance workloads, optimise fleet deployment and better align resources with current waste volumes. Even modest improvements can reduce fuel consumption, vehicle wear, overtime costs and carbon emissions while maintaining service standards.
Effective optimisation relies on more than simply shortening routes. Authorities should consider factors such as:

- Housing types
- Disposal locations
- Traffic conditions
- Future housing growth
