LARAC supports measures that would provide local authorities with the power to implement direct charging mechanisms in order to reduce residual waste quantities and increase recycling rates. Such mechanisms should be fit for purpose, cost effective and administratively proportionate to the desired outcome. Direct charging should only be introduced where residents have a means of controlling the amount of residual waste they produce e.g. though provision of good recycling services.
LARAC believes that local authorities should have the power to determine a collection frequency which is appropriate to their local area. However, evidence shows that less frequent residual collections reduces waste arisings and increases recycling participation.
